The Center for Applied Research and Development as a research unit of National Research University Higher School of Economics – Saint-Petersburg aims to establish partnerships between the University and public authorities. It has a wide range of expert and analytical tasks.

All research projects of the Center are pursued in close cooperation with top-level Russian and foreign experts as well as representatives of academic community, business and government. They are designed to provide expert and analytical support for the economic policy-making process in North-Western Federal District and other regions of the Russian Federation.

Key research areas include: Economic development planning, Innovative development of territories, Entrepreneurship development and business climate improvement,  Conceptual design of investment and innovation infrastructure (special economic zones, territories of priority development, industrial and technology parks, engineering centers, institutions, technological transfer, etc.), Cluster policy implementation, Public-private partnership projects, Sociological studies and opinion polls.

Target audiences: Federal, regional and municipal government executive bodies, Development institutes, Corporate sector.

Project examples:

─ Socioeconomic development forecast up to year 2030 (Kaliningrad Region);

─ Mechanisms of economic policy realization up to year 2030 (St. Petersburg);

─ Development strategy up to year 2025 (South-eastern zone of Altai Region);

─ Revised development program up to year 2020 (Rosgeo);

─ Mechanisms for strategic development planning documents synchronization (Leningrad Region).
